POSITION DETAILS
The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades and maintains the University's network, operates the University's Data Center and Service Desk, and manages the processes of safeguarding the University?s IT assets and operates the SOC. Additionally, CIS develops disaster recovery plans for business continuity, maintains the security of the University?s IT assets, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY?s 25 colleges. Lastly, CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses.
CUNY-CIS seeks an experienced and visionary Deputy Chief Technology Officer (Deputy CTO) for Information Systems to drive enterprise-wide digital transformation, infrastructure modernization, and IT service optimization. Reporting to and collaborating closely with the Chief Technology Officer (CTO), this executive role is pivotal in strategizing, architecting, and governing the University?s hybrid on-premises and cloud-based IT ecosystem to align with institutional objectives. As a technology leader with deep expertise in enterprise systems architecture, IT operations, and strategic innovation, the Deputy CTO will lead the design, implementation, and oversight of scalable, secure, and high-performance IT systems that support CUNY?s academic, administrative, and research initiatives. The incumbent is responsible for enhancing system resilience, driving cloud and digital transformation initiatives, optimizing IT service delivery, and ensuring regulatory compliance across the University?s diverse and complex technology landscape. They will play a critical leadership role in advancing cybersecurity frameworks, integrating next-generation technologies, and fostering a culture of operational excellence. This position demands a forward-thinking executive who can balance innovation with fiscal and operational sustainability, ensuring that CUNY?s IT infrastructure remains resilient, cost-effective, and future-ready in an era of rapid technological evolution and growing digital demands.
Key responsibilities include, but are not limited to the following:
Lead and strategize the assessment, configuration, maintenance, and optimization of enterprise-wide Windows infrastructure, ensuring alignment with IT governance, cost efficiency, and performance objectives.
Drive the design and execution of IT continuous improvement initiatives, ensuring operational excellence and compliance with CUNY guidelines.
Optimize IT asset lifecycle management, ensuring maximum value realization through strategic planning, procurement, and retirement processes.
Provide executive-level technical leadership, overseeing both tactical and operational IT initiatives to drive enterprise resilience and digital transformation.
Develop and enforce enterprise IT standards, leveraging ITIL best practices, automation frameworks, and governance models to enhance scalability, efficiency, and security.
Establish and oversee the creation and execution of enterprise-wide IT performance metrics, defining Key Performance Indicators (KPIs) to measure technological impact, service efficiency, and alignment with business goals.
Shape and enforce IT policies, governance frameworks, and performance management strategies, ensuring compliance, operational effectiveness, and security across the University?s technology landscape.
Lead research and innovation initiatives, identifying, piloting, and implementing emerging technologies to enhance CUNY?s business operations, digital services, and IT capabilities.
Oversee the seamless transition of new technologies from development to enterprise deployment, ensuring comprehensive documentation, training, and operational support.
Architect and govern the global Active Directory infrastructure, including Group Policy design, Active Directory Federated Services (ADFS), password/identity management, and enterprise backup and recovery strategies to ensure business continuity and security.
Collaborate with senior leadership, stakeholders, and technical teams to assess business and technical requirements, designing and delivering scalable, enterprise-level IT solutions.
Forge strategic partnerships with architects, internal teams, and vendor partners, ensuring compliance with IT standards, optimizing infrastructure deployments, and aligning IT initiatives with institutional objectives.
Provide visionary problem-solving leadership, leveraging deep technical expertise and executive decision-making to address complex challenges and advance enterprise technology modernization.

Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum:
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor's degree and eight years' related experience.
Preferred:
10+ years of progressive IT leadership experience, with 6+ years in executive or senior management roles, leading enterprise-wide technology transformations, large-scale infrastructure modernization, and cross-functional team management.
Proven ability to define and execute enterprise IT strategies, fostering collaboration across executive leadership, IT operations, finance, and resource management to align technology investments with business objectives.
Expertise in architecting, deploying, and optimizing complex IT infrastructures, ensuring scalability, cybersecurity, and high availability across hybrid on-premises, multi-cloud, and edge computing environments.
Deep proficiency in IT governance, regulatory compliance, and policy development, driving operational excellence, risk mitigation, and cybersecurity resilience through the adoption of industry best practices.
Extensive experience in enterprise application development, leveraging advanced Software Development Life Cycle (SDLC) methodologies, cloud-native architectures, and multi-platform integrations to drive digital innovation.
Mastery of capacity planning, disaster recovery, and high-availability system design, ensuring business continuity, infrastructure resilience, and proactive risk management in mission-critical IT operations.
Expertise in enterprise data management, including data warehouse architecture, advanced analytics, AI-driven automation, and scalable database solutions, to enhance decision-making and operational efficiency.
Forward-thinking leadership in emerging technologies, with a proven track record in AI/ML integration, automation, digital transformation, and IT service modernization to enhance user experiences and institutional agility.
Exceptional executive presence and communication skills, with the ability to translate complex technical strategies into business value for C-suite executives, board members, and cross-functional teams.

COMPENSATION AND BENEFITS
The salary range is $190,000 - $200,000 , commensurate with qualifications, education, and experience.
