GENERAL DUTIES
I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

CAMPUS SPECIFIC INFORMATION
The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 25 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades and maintains the University's network, operates the University's Data Center and helpdesk, and develops disaster recovery plans for business continuity. Additionally, CIS maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY?s 25 colleges. Lastly, CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement and expansion of the CUNY network spanning across all CUNY campuses.
The Director of Information Systems is a senior leadership role responsible for developing, implementing, and managing enterprise-level information systems and cloud-based infrastructure solutions in support of a large, complex academic institution. Reporting to the Deputy Chief Technology Officer of Information Systems, this position is tasked with guiding the technical vision, strategic planning, and operational oversight of the institution?s hybrid cloud strategy, enterprise messaging, directory services, database administration, and IT infrastructure modernization initiatives. The Director will oversee mission-critical migrations and integrations such as Microsoft 365 (M365), SharePoint Online, Azure Active Directory (Azure AD), and Single Sign-On (SSO), while also maintaining on-premises and cloud system stability through automation, monitoring, and patch management aligned with ITIL and federal compliance standards.
Key responsibilities include, but are not limited to the following:
Plans and leads the architecture, implementation, and continuous improvement of a hybrid cloud environment (Microsoft 365, SharePoint Online, Azure AD, etc.).
Directs migration of over 300,000 user accounts from on-premises environments to Microsoft 365, ensuring data integrity, system reliability, and seamless user experience across enterprise storage, backup systems, and virtual infrastructure.
Oversees enterprise directory services, access management, and security policies using Azure Active Directory, including support for Single Sign-On (SSO) and Multi-Factor Authentication (MFA).
Supervises the development and optimization of automation infrastructure, patch management processes, and an event correlation engine to improve monitoring and operational agility.
Ensures enterprise compliance with ITIL framework, IRS configuration and event management guidelines, and institutional data governance policies.
Manages teams responsible for core systems such as messaging platforms, collaboration tools, server operating systems, and enterprise databases.
Develops strategic IT roadmaps to align infrastructure and modernization efforts with institutional goals, enabling greater flexibility and efficiency in delivering services.
Collaborates with campus CIOs, senior leadership, and stakeholders across the university system to support digital transformation and scalable technology adoption.
Leads initiatives supporting cloud-based SaaS and IaaS deployments, with a focus on business continuity, cost-effectiveness, and accessibility.
Maintains and improves operational documentation, systems inventory, and change control processes.
NOTES :
Until further notice, this position is eligible for a hybrid work schedule.
An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.
MINIMUM QUALIFICATIONS
Six (6) years of progressively responsible full-time paid information systems technology experience,at least eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master?s degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.
Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.
Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.
The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.
OTHER QUALIFICATIONS
Preferred:
The ideal candidate will possess the following knowledge, skills, and abilities:
8+ years of progressive IT leadership experience, with a minimum of 3 years in enterprise systems or cloud infrastructure management.
Expert knowledge of Microsoft 365 ecosystem, including Exchange Online, SharePoint Online, Teams, and Intune.
In-depth experience with Azure AD, ADFS, SAML, OAuth, conditional access policies, and identity governance.
Proven experience with automation tools (e.g., PowerShell, Azure Automation, Ansible) for infrastructure provisioning and patching.
Strong understanding of hybrid environments and virtualization platforms such as VMware, Hyper-V, or Nutanix.
Familiarity with event monitoring and logging tools (e.g., Splunk, Microsoft Sentinel, Azure Monitor)..
Knowledge of ITIL best practices and experience operating within ITSM frameworks.
Demonstrated ability to manage high-performing technical teams and lead complex, enterprise-scale IT projects.
Excellent communication and leadership skills with the ability to convey technical strategies to non-technical audiences.
COMPENSATION
The salary range is $140,000- $165,000 , commensurate with credentials, education, and experience.
