The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by the Chief Financial Officer, Brookhaven's Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab's fiscal matters and its approximately $800 million annual budget.
The mission of the Procurement and Property Management (PPM) Division is to provide support for purchasing services, materials, equipment and supplies for Brookhaven National Laboratory operations and programs. The Procurement and Property Management Division does the following:
Provides internal customers with quality products and services in a timely manner at the lowest cost of ownership, i.e., "best value" using best commercial practices
Supports the Laboratory's socioeconomic programs by using reliable small, small disadvantaged, women-owned, service- disabled veteran owned and HUB (historically underutilized business) Zone businesses
Ensures that acquisitions are conducted in compliance with BSA's Prime Contract, applicable statutes and regulations, and in accordance with the highest ethics and standards
Oversight of BNL Property Management Program to effectively track and account for BNL assigned Government Property
PPM has an opening for an Asset/Government Furnished Property Manager position within the PPM Department. This individual will report to the PPM Support Group Manager.
Essential Duties and Responsibilities:
Full oversight of the various functions within the Property Management System including all additional managerial responsibilities such as staff performance, timecards, attendance monitoring, staff recruitment/hiring, budget, and expense approvals
Preparation, process engagement, and completion of all Property Audits and Assessments
Provide updates and narrative assessment for PEMP and BSA audit reports
Interfaces with ITD for all issues involving the Asset Management Module, Electronic Forms, and the Inventory process
Is the liaison for BSA with BHSO and the DOE/SC Office/OPMO for all matters relating to Property
Creates and updates Property Policies and Procedures ensuring DOE compliance is maintained
Is the Property Management SME and Property Management System Executive
Executes the process for all reports of asset loss/theft/damage/destruction
Trains all new Property Representatives and conducts follow-up meetings for changes/updates
Addresses questions, concerns, and anomalies for staff, property representatives, and organizational staff
Ensures all DOE deliverables are completed and submitted to DOE on schedule
Meets with BHSO monthly to discuss potential issues or concerns relating to property
Prepares and presents Property presentations for various entities, audits, etc.
Engages in the yearly PMAP for Property
Participates in Walkthrough Inspections for Departments/Divisions
Works directly with Export Control for the process of Demolition/Destruction of High-Risk assets including all DOE required plans and documents
Reviews and approves all Property Certifications for SPP assets
Work with Procurement Subcontracts Manager and is responsible for conduct of subcontract administration relating to subcontractor property
Work independently, within established procedures and guidelines
Provide property expertise and leadership to meet contractual and regulatory requirements
Document files and perform contracts administration, as applicable
Determine how to resolve complex problems and resolve underlying issues without management guidance by using precedents and broad policies
Provides input to management, coordinates and controls areas of responsibility.
Develops, implements and updates internal procedures
Leads teams and frequently exercises work discretion
Required Knowledge, Skills, and Abilities:
BA or BS degree in a business field
Six (6) years direct property management experience, preferably in federal government property administration, including a minimum of 2 years of demonstrated leadership experience for a team, project or program
Experience with the Federal Acquisition Regulation (FAR) and/or Department of Energy Acquisition Regulation (DEAR), preferred
Knowledge of DOE and National Laboratory acquisition and property management regulations
Possess an advanced understanding of the property business discipline, regular business contact within and outside the Laboratory or other Federal facility/agency to obtain and provide detailed and complex information, tracks, organizes, and analyzes property information
Anticipate and establish paths to avoid problems and manage administrative processes on behalf of management
Develop and implement internal procedures
Ability to identify and resolve complex problems in procurements
Knowledge of information processing software, such as Microsoft Office, including Word, Excel, and PowerPoint
Skilled at influencing and establishing positive working relationships at all levels, internal and external, and sets a positive example for productive teamwork
Helps expand working relationships and demonstrates the ability to effectively influence relationships
Solid research, analytical, creative problem-solving, sound judgment and decision-making skills
Excellent attention to detail
Ability to handle deadlines and pressure situations
Advanced, clear, and concise verbal and written communication

Preferred Knowledge, Skills, and Abilities:
Master's degree
Supervisory experience
Knowledge of federal property management requirements and regulations, including 41 CFR 109 - Department of Energy Property Management Regulations
Certified Procurement Professional (CPP) or similar certification in government procurement practices
Experience with the Department of Energy Acquisition Regulation (DEAR)
Experience with subcontract property-related terms & conditions or other legal documents

Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $121600 - $201850 / year. Salary offers will be commensurate with the final candidate's qualification, education, and experience and considered with the internal peer group.
