THE REGIONAL TRANSPORTATION COMMISSION (RTC) OF WASHOE COUNTY, NEVADA, an integrated transportation agency that serves as the Metropolitan Planning Organization (MPO), transit authority, and street and highway construction agency invites applications for the position of Information Technology Manager.

Position Overview
Under limited supervision, manages information technology (IT) resources and staffing for the engineering, public transit, and metropolitan planning efforts of the RTC. Ensures compliance with IT rules and regulations, as well as agency goals and objectives. Serves as technical liaison and business partner to RTC senior management, as well as Truckee Meadows Regional Planning Agency. This position is a department manager in the Administration department of RTC.
Key Responsibilities
Duties may include, but are not limited to:
- Providing leadership, direction, and guidance in IT activities, including developing the operating and capital budgets
- Managing, planning, and directing the activities and operations of four assigned staff; assigning tasks and projects; promoting professional development; counseling, training, and coaching staff; and conducting performance evaluations
- Analyzing RTC’s IT trends and issues; resolving concerns and problems of user community; anticipating and interpreting concerns, defining desired results, creating solutions, and recommending direction of new IT strategies; updating agency IT usage policy as needed and providing advice to senior management about IT best practices; and assessing database capacity, monitoring utilization trends, and recommending hardware improvements to enhance performance and assure maximum up time
- Ensuring stability and security of IT systems; coordinating the design and repairs of computer systems; and overseeing the integrity of IT processes and procedures to meet compliance regulations and safeguard RTC assets
- Guiding IT staff to develop solutions for complex integrated systems issues; directing implementation of enhancements and revised functions; and planning and implementing backup and recovery of systems as needed and planning for disaster prevention and recovery
- Managing the analysis and reporting of IT program’s operational and financial data; analyzing and authorizing expenditures; monitoring IT operating and capital budgets, and tracking revisions and performance
- Maintaining and enforcing all aspects of confidentiality of information and IT records and maintaining currency on public sector IT issues and emerging technologies

Minimum Qualifications
To be considered, candidates must meet one of the following:
- Six (6) years of applicable experience including two (2) years in a supervisory role AND a bachelor’s degree or Valid driver’s license at time of hire is required.
- An equivalent combination of education and experience that demonstrates the ability to perform the essential duties.
Preferred Qualifications
- Experience with public agency ERP transitions and warehousing/transferring legacy data.
- Experience with transit industry IT, especially on-vehicle routers, camera systems, and CAD-AVL solutions.
- Knowledge of Local Area Network (LAN), Storage Area Network (SAN), and Wide Area Network (WAN) operating principles.
- Experience with Hyland OnBase document management software.
