The Home Care Association of America (HCAOA) seeks a strategic, proactive, and collaborative government relations professional to help shape and execute the association’s advocacy agenda. Reporting to the Vice President of Government Relations, the Director will be deeply involved in coordinating state and local advocacy efforts, managing relationships with chapter leaders and lobbyists, and ensuring that members’ voices are reflected in public policy. This role is essential to supporting HCAOA’s work to protect and expand access to home care and to help members navigate home care’s complex and evolving legislative and regulatory landscape.
Key Responsibilities
Lead and coordinate HCAOA’s advocacy strategy at the state and local level in alignment with the association’s mission and member priorities.
Serve as the primary staff liaison to HCAOA’s state chapters, supporting their leaders and coordinating efforts with chapter-specific lobbyists.
Support the Vice President of Government Relations in developing and executing the association’s advocacy campaigns and managing day-to-day operations of the Government Relations department.
Provide direct support to the Vice President of Government Relations in staffing the Policy Committee, including organizing meetings, developing agendas and materials, and maintaining the association’s annual advocacy calendar.
Draft and review comment letters, testimony, fact sheets, and other advocacy materials, ensuring consistency in messaging and a strong voice for home care providers.
Conduct detailed tracking and analysis of state and local legislation, budget proposals, and regulatory developments affecting the home care industry; develop timely policy alerts and strategic responses.
Maintain regular communication with HCAOA members on public policy developments; draft content for newsletters, webinars, member updates, and advocacy action alerts.
Help plan and execute key advocacy events, including HCAOA’s annual Capitol Hill Advocacy Day, state lobby days, and the National Conference, ensuring strong member engagement and clear policy messaging.
Assist the Vice President of Government Relations in representing the association in external coalitions, policy roundtables, and strategic meetings with agency staff and legislative offices.
Assist the Vice President of Government Relations, as needed, with federal policy work.
Build and maintain productive working relationships with state lawmakers, regulatory officials, allied organizations, and chapter leaders.
Collaborate with the HCAOA CEO and Vice President of Government Relations to identify and refine the association’s annual state advocacy priorities based on regulatory trends, member feedback, and emerging opportunities.
Provide strategic input and operational support for campaigns on issues such as caregiver wages, Medicaid reimbursement, licensure reform, tax policy, and workforce development.
Ensure all activities are aligned with HCAOA’s priorities and compliant with applicable legal and ethical standards.
5–7 years of experience in state government affairs, advocacy, or public policy. Prior work at a trade or professional association, state legislature, governor’s office, or regulatory agency strongly preferred.
Deep understanding of the legislative and regulatory process at the state level; familiarity with home care, Medicaid, HCBS, long-term care, or labor and workforce policy is a plus.
Proven ability to translate complex policy issues into clear, compelling messages for a non-policy audience.
Demonstrated success building relationships with stakeholders, elected officials, and advocacy coalitions.
Strong organizational and communication skills, including persuasive writing and public speaking.
Ability to manage multiple priorities and deadlines while working independently and collaboratively within a small team.
Willingness to travel domestically up to 25% of the time, which includes certain state chapter events.

This position is fully remote, and the successful candidate must be able to sustain relationships with other team members virtually. Travel to HCAOA events, certain Board meetings, staff retreats, and some state chapter functions will be necessary.
