Job Summary: This position is responsible for the daily operation of the airport credentialing and badging office. This includes the administration and monitoring of the Airport Access ID Program involving identification/access badges, and parking decal processing, issuance, and security record management as required by the Norfolk Airport Authority Security Program (ASP), the FAA and TSA regulations. Serve as a primary point of contact for the Transportation Security Administration staff. Primarily responsible, in consultation with other Departments, for maintaining and updating the Airport’s ASP. Requires excellent communications skills (both verbal and written) and the ability to work as a team with all NAA departments, airlines, and tenants to enhance the overall security of the airport.
Shift Schedule: 8:30AM - 5:00PM, Monday - Friday. Flexibility to work a variety of shifts, including nights, weekends, holidays and overtime.
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Oversees the day-to-day work of assigned badging and administrative staff, ensuring that assigned workloads are manageable for the available staffing resources.
Serves as TSA trusted agent that collects and transmits biographical and biometric information.
Acts as one of the Airport’s Airport Security Coordinators.
Responsible for the processing and the issuance of Security Identification Area (SIDA) badges, employee credentials and restricted parking permits in accordance with the established Airport Security Program and FAA rules and regulations.
Manages the daily operations between the Authority and the access control vendor.
Answers questions and addresses and resolves complaints and concerns regarding badging and administrative services.
Ensures that employees adhere to deadlines, procedures, and quality standards; works to resolve any problems or errors.
Explains and implements company and departmental policies, procedures, and standards.
Collaborates with management and tenants concerning policies, procedures, and standards as they apply to badging and administrative staff.
Prepares and reviews payroll and evaluations, and other records for assigned employees.
Conducts scheduled and periodic audits of the security identification badges/access media.
Assists in developing and maintaining procedural manuals to ensure TSA compliance.
Maintains, researches, procures all badging equipment.
Review and oversee internal control for related security items such as equipment and recording systems, results of employment history, verification and criminal history records checks, airport access badges, airport identification badges, keys, doors, and gate openers.
Programming and maintenance of security access control computer systems and software.
Performs Security Program and TSAR 1542 compliance inspections, reports discrepancies and initiates corrective action.
Conducts training sessions, briefings and presentations for management officials and tenants on revisions to the Airport Security Program as needed.
Primarily responsible, in consultation with other Departments, for maintaining and updating the Airport Security Plan.
Participate in the selection and implementation of new ID Management system software.
Monitor Rap Back notifications daily and act in accordance with NAA policies.
Coordinates and supervises the work and responsibilities of badging and administrative support staff, including the delivery of quality customer service.
Provides training on job duties and company policies and procedures or arranges for proper training to be provided to employees or tenant partners.
Resolves ID badging and permit complaints while complying with Airport and FAA security regulations and budgetary mandates.
Administers and maintains automated and physical security record systems for security badges in accordance with established Airport rules and procedures and Security Programs.
Maintains integrity of personal identification information (PIII) for applicants in accordance with local and federal policies.
Liaisons with Authority departments, airlines, security contractor staff, and tenant partners.
Conduct routine inspections of terminal news/gift shops for proper signage and prohibited items in compliance with TSA mandates.
Oversees and reviews badging applicant background investigations.
Provides daily activity reports of reported incidents and inconsistencies to Airport security.
Reports audit findings and prepares special studies and projects based on FAA reviews.
Completes administrative tasks related to the operation of the badging office.
Coordinates purchasing procedures regarding proposals, purchase orders, shipping, receipt, and payment processes, and related budget management.
Coordinates the department events calendar regarding meetings, training, inspections, and other various timelines.
Answers phone/radio calls and emails on behalf of the Airport.
Understands and complies with Employee Policy requirements and policy guidelines.
Performs all other duties as assigned and directed.
Administer and adhere to all Authority policies and guidelines.

Ability to communicate information and instructions verbally and/or via radio equipment, preferred.
EDUCATION/TRAINING:
High school graduate or equivalent.
EXPERIENCE:
At least two years of aviation/airport-related experience; management experience preferred.
Four (4) years of related experience to include at least two (2) years of supervisory experience and two (2) years working in an airport security office; or an associate’s degree in aviation management, Criminal Justice, Emergency Management, Business, or a related field and two (2) years of experience as described above; or an equivalent combination of education, training, and/or experience, preferred.
CERTIFICATIONS:
Airport Security Coordinator (ASC) certification preferred, or ability to obtain ASC certification within (6) months.
SPECIAL REQUIREMENTS:
Possess a valid driver’s license and must meet NAA driving record requirements.
Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
Ability to pass a pre-employment drug screen.
Ability to pass up to 10-year background check.
Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
EQUIPMENT OPERATION: Be highly proficient and current with necessary access control and security camera technology, operating systems and equipment for the performance of assigned duties to include computer; telephone; alarm system; portable radio; Video Management system and monitoring, access control platform, and copier. Must have above average knowledge of the Microsoft Suite, to include Outlook, Word, Excel, PowerPoint etc.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.
License is active and NOT suspended.
Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.
An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.
An “unacceptable" DMV driving record includes the following violations during the most recent 3-year period:
Committing a Felony with a Motor Vehicle
DWI/DUI
Drug Offense
Eluding a Police Officer
Foreign citizens with no historical driving record available to us
Hit Run / Leaving the Scene of an accident
Lending an Operator’s License or Registration to Another
Open Container Violation
Passing a Stopped School Bus
Racing or Speed Contest Violation
Reckless Driving
Speeding 25 mph, or more, above speed limit
Suspended License History – Drivers who have had 3 or more license suspensions as a result of moving violations
Temporary Operator's Permit
Two or more at fault accident convictions
Vehicle Manslaughter/Homicide
Three or more moving violations within the past 12 months
Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident.
