Key Roles
To maintain overall authority and accountability for the Legislative and Government Relations department by developing and implementing coordinated and systematic informational programs designed to ensure that East Kentucky Power Cooperative's (EKPC's) employees and members are aware of and supportive of the programs, projects, and activities in which EKPC is involved. To develop and maintain quality relationships with opinion makers, community leaders, etc. to ensure government support is obtained. To develop and maintain good working relationships with governmental affairs associates of other utilities and industries. To serve as EKPC representative to regional and national associations.
Key Responsibilities
Develops and coordinates informational programs and activities relating to federal, state and local governmental bodies.
Manages EKPC's legislative activities. Works with KAEC, NRECA, other utilities and utility-related organizations and recommends changes when necessary. Serves as a cooperative representative on various utility-related boards and committees.
Prepares the annual work plans and capital and operating budgets and continually monitors them throughout the year.
Maintains a working relationship with Kentucky's Congressional delegations and staff, Kentucky General Assembly members and staff, Legislative Research Commission staff, and state government agencies.
Serves as Kentucky executive agency lobbyist and coordinates all meetings with state agencies.
Develops and manages the budgeting and administration of corporate donations.
Ensures operational excellence in the Legislative and Government Relations department including continuous improvement, goal development and attainment, defining and communicating expectations, providing value-added services, and ensuring process strategy is aligned with business unit strategy.
Interprets Kentucky statutes and regulations
Performs other duties as assigned.
Key Requirements
Education:
Bachelor's degree in a related area required.
Experience:
Ten (10) years of related experience required. Electric utility with cooperative experience preferred.
Skills and Abilities:
Must have knowledge of the electric utility field as well as cooperative business principles.
Must have knowledge of governmental processes at state and federal levels.
Must be able to interpret Kentucky statutes and regulations.
Must have a high degree of understanding about the organizational structure, operation, and relationships of a cooperative generation and transmission utility and its member systems.
Excellent collaboration and relationship management skills.
Strong problem solving and ability to influence results.
Sound judgment with highest level of integrity, confidentiality, and professionalism.
Ability to communicate with people at all levels of the organization including Board of Directors, executive staff, and outside contacts.
Must have excellent oral and written communication skills.
Proficient computer skills in Word, Excel, and Outlook.

Working Conditions
This is primarily as inside position with usual office conditions. Regular lifting up to ten (10) lbs. and occasional lifting up to thirty (30) lbs. required.
Moderate overnight automobile and air travel required.
Must maintain valid driver’s license.
Must wear personal protective equipment as appropriate.
