WCIA is recruiting qualified applicants to fill one position that is responsible for performing advanced data analytics, loss trend analysis, and business intelligence functions to support the operations of a municipal liability risk pool. The position serves as a critical resource for identifying emerging risks, supporting underwriting, and providing actionable insights to members and internal teams. This role blends risk management expertise with statistical and business analysis to help reduce claims costs and improve risk outcomes for members.
Key Responsibilities:
Loss Data & Claims Trend Analysis:
Collect, clean, and analyze large datasets from claims, underwriting, and exposure records to identify trends, anomalies, and loss drivers.
Perform statistical analysis of claim frequency, severity, and loss development across lines of coverage (e.g., general liability, law enforcement liability, employment practices, property, auto physical damage, etc.).
Develop or work with predictive analytic tools and dashboards to monitor key performance indicators and risk indicators at both pool-wide and member levels.
Collaborate with claims and risk management teams to support loss projections, reserving, and program performance reviews.
Provide data-driven recommendations to improve loss outcomes and inform risk mitigation strategies.
Risk Assessment and Member Engagement:
Produce assessment findings and claims data into tailored risk reports and improvement plans for members.
Underwriting & Exposure Analysis Support:
Work with underwriting to analyze member loss histories, risk profiles, and exposure data for new and renewal submissions.
Evaluate operational risk factors and coverage adequacy based on quantitative and qualitative data.
Support the development of risk scoring tools, exposure-based rating methodologies, and allocation models.
Maintain and improve data systems used for underwriting and exposure tracking.
Business Intelligence & Reporting:
Design and maintain interactive dashboards and reports using tools like Excel, Power BI, or Tableau to share key insights with internal teams and members.
Translate complex analytical findings into accessible, actionable information for a wide range of audiences including senior leadership, board members, and municipal staff.
Contribute to the continuous improvement of internal data infrastructure, processes, and reporting practices.
This position requires occasional travel for member visits, site assessments, and regional events. The role requires balancing independent analytical work with collaborative support for risk management, claims, member services and underwriting.
Job Location: Initially, the position will work at the WCIA offices located in Tukwila, WA. After a period of time, a hybrid work arrangement is possible as long as the employee is able to work remotely from their residence within Washington State.

Qualifications:
Bachelor’s degree in Statistics, Risk Management, Actuarial Science, Public Administration, Business Analytics, or related field.
2–5 years of experience preferred in risk management, insurance, data analysis, or public sector analytics; experience with municipal risk pools strongly preferred.
Demonstrated proficiency in statistical tools and data visualization platforms (e.g., Excel, Power BI, Tableau, R, Python, or SQL).
Strong analytical and problem-solving skills with a deep understanding of insurance claims data and public entity exposures.
Excellent written and verbal communication skills, especially in interpreting data for non-technical audiences.
Valid driver’s license and willingness to travel to member locations within the region.
Preferred Qualifications:
Professional designations such as ARM, CPCU, AINS, or actuarial certifications (e.g., ASA).
Experience working in or with public entities, insurance pools, or TPA claims systems.
Familiarity with liability rating models, actuarial principles, and underwriting workflows.
Washington Cities Insurance Authority (WCIA) is a municipal organization of cities, towns and interlocal entities in Washington State that join together for the purpose of providing liability protection to its member entities. WCIA provides members with comprehensive liability coverage (auto, general, police, public officials, and errors & omissions) and property coverage. WCIA also provides risk management services to reduce the amount and frequency of member losses and to decrease the cost incurred by members in the handling and litigation of claims.
