Manages and oversees all security and public safety activities and functions at the Airport. Ensures all activities are compliant with regulations and ensures safety of operations throughout the airport.

Essential Functions:

1. Delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; reviews and oversees work schedules of others all subordinate levels including other managers facilitating services in various areas of the Airport
2. Establishes short, mid, and long term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; directs evaluation activities, participates in hiring and personnel activities, and monitors payroll and other time card related issues; oversees all areas of airport public safety to ensure effective, efficient, safe, and compliant operations
3. Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase efficiency of all airport services; prepares, evaluates, and administers the airport budget; oversees the planning, development, and operation of special projects, operational directives, security projects, or access control projects
4. Attends and participates in meetings and conferences with the Transportation Security Administration (TSA), Dallas Police Department (DPD), Dallas Fire Rescue (DFR), and various Department of Aviation division reps, and contractors or consultants; coordinates, deconflicts, and gives approval for airport public safety related matters
5. Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase efficiency of all airport services; prepares, evaluates, and administers the airport budget; oversees the planning, development, and operation of special projects, operational directives, security projects, or access control projects
6. Manages the implementation of the Airport Security Plan (ASP), Airport Emergency Plan (AEP), and Federal Regulations 49 CFR 1540, 49 CFR 1542, and 49 CFR 1544
7. Assess the Airport’s security and emergency management needs and develops recommendations regarding policy and procedure
8. Confers with the Assistant Director of Aviation to plan the work of the division, exchange information, and to insure consistency of Department of Aviation Policy
9. Performs all other duties as assigned.

Knowledge, Skills, & Abilities:

• Comprehensive knowledge of local, state, and federal laws and regulations relevant to airport security and emergency management
• Ability to collaborate with support agencies including TSA, Dallas Police Department, and Dallas Fire Rescue
• Ability to asses and implement Airport building accesses, automated, and manual security systems and the computerized access control system
• Knowledge of human relations, supervision, and management
• Ability to plan, assign, train, direct, and evaluate clerical/administrative, trade/technical, or professional employees
• Ability to manage unit/program activities

• Ability to establish and obtain operating goals and objectives for unit
• Project management skills
• Ability to negotiate and develop contractual agreements
• Ability to develop and administer budgets
• Communicating effectively verbally and in writing
• Establishing and maintaining effectively working relationships

Minimum Qualifications:

EDUCATION: 

• Bachelor's degree in a business, public administration, Aviation Management, or related field

EXPERIENCE: 

• Seven (7) years of professional level experience which involved responsibility for Airport Operations, Airport Security, or Aviation Industry Public Safety and Law Enforcement

AND

• Two (4) years of experience in a supervisory/management capacity (This experience may be concurrent with the above)

EQUIVALENCY(IES):

• • High school diploma or GED plus eleven (11) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

  • An associate degree in any field plus nine (9) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

  • A bachelor’s degree (or higher) in a non-specified field plus nine (9) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

• OTHER REQUIREMENT:   
  • Must pass Transportation Security Administration (TSA) background check.
