JOB OBJECTIVE: Provide legislative and regulatory advocacy at Texas Capitol and state executive branch offices on behalf of the Texas Oil & Gas Association based on and in coordination with association personnel, member companies, and industry organizations. Collaborate in the assessment and strategy for developing and maintaining relationships with state office holders and candidates. Provide information and counsel to the Texas Oil & Gas Association.
DUTIES AND RESPONSIBILITIES:
1. Coordinate assigned daily legislative and regulatory activities for the Texas Oil & Gas Association (TXOGA) at the Texas Capitol and state executive branch offices for TXOGA based on feedback from and in coordination with association personnel, member companies, and industry organizations.
2. Research, monitor and analyze proposed policies, rules, and regulations impacting the industry.
3. Develop legislative and regulatory policy and guidelines for various industry sectors including but not limited to: exploration; production; pipelines; processing; refining; service companies, and affiliated entities.
4. Develop legislative and regulatory policy and guidelines for various issues including but not limited to: energy; environmental; fiscal (appropriations and tax); emergency preparedness; electricity; federal – state – local issues and coordination.
5. Monitor and report on hearings of legislative committees and state regulatory agencies.
6. Provide written or oral testimony to legislative committees and state regulatory agencies.
7. Develop agendas and lead TXOGA committee meetings with member company representatives with the goal of formulating legislative and/or regulatory policy recommendations.
8. Provide information to the Legislature, Governor's Office, and relevant agencies including but not limited to the Railroad Commission of Texas, Texas Commission on Environmental Quality, Water Development Board, Public Utility Commission, Texas General Land Office and others.
9. Develop and maintain relationships with pertinent elected officials and legislative and regulatory personnel.
10. Assist in performing liaison responsibilities with the State Office of Emergency Management during natural disasters as needed.
11. Develop recommendations for Political Action Committee consideration and coordinate disbursement of funds to state office holders and candidates.
12. Participate in state industry organizations for regulatory issues.
13. Coordinate closely with TXOGA personnel and management to accomplish association goals.
14. Be aware of federal issues and office holders, and coordinate efforts with national trades as appropriate.

This is a salaried position commensurate with experience.
Location, Hours and Travel
The position is an on-site position at the TXOGA headquarters in Austin, Texas.
The headquarters are open Monday through Friday 8:30-5:00 PM with occasional after-hours requirements.
As this position must be responsive to legislative activities, work during session does not adhere to the standard office hour schedule.
Occasional travel both in and out of state is required.

Minimum Qualifications:
Graduation from a four–year college or university with major coursework in a field relevant to the industry or position.
Four years of experience working with the federal or state legislature, legislative staff, private or public-sector experience in a related field or research services.
Preferred Qualifications:
Experience developing and maintaining relationships with leadership offices, legislators and staff.
Knowledge of energy, electricity, environmental and other policy issues related to the oil and gas industry.
Knowledge, Skills, and Abilities:
Knowledge of the federal and state legislative processes and state government administration.
Knowledge of the Texas state budget process.
Ability to navigate political, policy and technical issues.
Ability to compile, analyze, and present legislative information quickly and accurately.
Ability to analyze issues, to work under pressure and meet close deadlines.
Written and oral communications skills, ability to clearly communicate complex legislative issues.
Skill in policy analysis and research.
Skill in the use of computers and applicable software.
The Texas Oil & Gas Association (TXOGA) is a statewide trade association representing every facet of the Texas oil and gas industry including small independents and major producers.
